Degree Level

Rosa-Luxemburg-Stiftung Scholarships 2025, Germany (Fully Funded) is available to undertake Masters, PhD level programs at Germany Universities.

Eligibility Criteria

The Rosa-Luxemburg-Stiftung Scholarship Department awards grants to highly qualified Master’s and PhD students who show above-average academic performance and deep social or political engagement, especially in line with the foundation’s values.

The scholarship aims to counter social inequalities and underrepresentation in higher education. Special preference is given to:

  1. Women
  2. Students from non-academic and immigrant backgrounds
  3. Financially disadvantaged individuals
  4. Students with disabilities
  5. Applicants from scientific and technical disciplines

Who Can Apply?

For International Students (Study Scholarships)

  1. Must reside in Germany for study purposes
  2. Be enrolled in a state or state-recognized German university
  3. Must be pursuing a Master’s degree
  4. Plan to return to their home country after graduation
  5. Citizens of EU member states are also eligible
  6. German language proficiency (minimum B2 level)

For International PhD Students

  1. Applicants from any discipline except medicine, dentistry, and veterinary medicine
  2. Must be accepted at a German university
  3. Typically funded for up to 3 years

For German and BAföG-Eligible Students

  1. Must meet §8 BAföG regulations (e.g., German passport, immigrants with long-term residence prospects)
  2. Applicable for Bachelor’s or Master’s degree
  3. Funding begins from the second semester
  4. Limited opportunities available for EU nationals

Lux Like Studium Program

  1. Designed for German school-leavers from non-academic households
  2. Financial support from the first semester
  3. Aims to improve access to higher education for disadvantaged youth

Selection Criteria

To be considered for the Rosa Luxemburg Scholarship, applicants must demonstrate:

  1. Proven academic excellence (above-average grades)
  2. Strong social and political engagement, aligned with the foundation’s goals
  3. German language proficiency (at least B2 level)
  4. A compelling personal or family background indicating a commitment to equity and justice
