Scholarship Description:

A. KOICA, the Korea International Cooperation Agency, was established in 1991 as a governmental agency dedicated to providing grant aid programs to support the socioeconomic development of developing countries. Through various schemes such as the Fellowship Program, Volunteer Dispatching Program, Humanitarian Assistance & Disaster Relief, and Bilateral/Multilateral Projects, KOICA aims to promote friendly and cooperative relationships with partner countries.

B. The KOICA Fellowship Program, known as CIAT, spreads seeds of hope across KOICA's partner countries by inviting policy-makers, public servants, and experts for technical training and knowledge sharing in Korea. CIAT has established partnerships with public organizations, research institutes, universities, and others in Korea to offer quality training programs. The CIAT Scholarship Programs provide support to talented government officials from partner countries who wish to study and obtain a graduate degree in Korea, resulting in high satisfaction among participants. After returning to their home countries, CIAT participants contribute to their societies and strengthen bilateral partnerships between Korea and partner countries.

Degree Level:

Fully Funded KOICA CIAT Scholarship Program (Master/Doctoral) 2023, South Korea. is available to undertake Masters, PhD level programs at South Korea Universities.

Scholarship Benefits:

This scholarship is fully-funded.

Eligible Nationalities:

All applicants must hold citizenship of the designated countries that are selected by KOICA among the OECD DAC List of ODA Recipients.


Eligibility Criteria:

  - All applicants must be government officials and officially nominated by their governments  for the KOICA Scholarship program.

  - (Preferably) Under age 40 (Born after JAN 1, 1983)

-         All applicants must be in good health, both mentally and physically to study in Korea for the full duration of the program.

-         Applicants with disabilities, but in good mental and physical health, are eligible to apply.

-         Applicants with severe illness are NOT ELIGIBLE to apply.

-         Applicants must have obtained the required degree (minimum level of education indicated above) by FEBRUARY 28, 2023.

-         Some programs have specific qualifications in terms of the level of education.

   - Applicants must have a good command of English both in speaking and writing. It is required to take classes conducted entirely in English and be able to write academic reports and theses in English. 

 - Applicants who don't  meet minimum field experience criteria CAN apply for the KOICA SP.  

 * Master's  2 years → (Preferably) 2 years

 * Doctoral   3 years after graduation from KOICA Master’s degree program  → (Preferably) 3 years after graduation from KOICA Master’s degree program
