Scholarship Description:


The Hungarian Government inaugurated the Stipendium Hungaricum Scholarship Programme in 2013 with the primary objective of providing foreign students the opportunity to pursue higher education studies in Hungary. The central mission of the program is twofold: to augment the count of international students in Hungary and to stimulate Hungarian higher education institutions to attract high-caliber foreign students.

The scholarship initiative is overseen by the Ministry of Foreign Affairs and Trade, and coordinated by the Tempus Public Foundation. The program's foundation is laid upon bilateral educational collaboration agreements signed between Hungary and the sending countries/territories' education ministries. Presently, over 80 Sending Partners from five continents participate in the program, and its geographical scope is continually expanding.

The scholarship program encompasses both full-degree and partial study options within the three-tier degree structure (bachelor's, master's, and doctoral programs). Most of the programs are conducted in English, though other foreign language study options are also accessible within the framework of the Stipendium Hungaricum Scholarship Programme. Students also have the opportunity to apply for a one-year Hungarian language preparatory training course, enabling them to pursue higher education studies in the Hungarian language thereafter.

Stipendium Hungaricum scholarship recipients are encouraged to dedicate themselves to their academic growth during their tenure in Hungary. The program covers all tuition fees, while also providing support for accommodation and living expenses. Upon completion of their studies, graduates possess a European degree, significantly broadening their prospects in the global job market.

Since its inception in 2013, the number of Stipendium Hungaricum scholarship awardees has witnessed substantial growth, concurrently augmenting the ratio of self-paying international students in Hungarian universities. From 2013 to 2019, the proportion of international students enrolled in Hungarian higher education institutions doubled, with the ratio of Stipendium Hungaricum scholarship holders among them quadrupling. Consequently, the number of study programs offered in foreign languages at Hungarian universities has tripled since 2015.

Both the count of Stipendium Hungaricum applicants and recipients continues to rise, along with the availability of scholarship positions. In 2022, the program received over 50,000 applications and granted nearly 4,900 scholarships. These statistics demonstrate that since its inception, the Stipendium Hungaricum scholarship has established itself as a program of excellence.

Tuition-free Education:

  • Exemption from paying tuition fees

Monthly Financial Support:

  • For doctoral level: In accordance with the current Hungarian legislation, the scholarship provides a monthly amount of HUF 140,000 (approximately EUR 1,331) for the initial phase of education (4 semesters) and HUF 180,000 (approximately EUR 425) for the subsequent phase (4 semesters). This financial support is provided for 12 months each year until the completion of studies. Please refer to section 1.2.1 for more details.

Accommodation Assistance:

  • Students are offered either a free dormitory placement or a monthly contribution of HUF 40,000 for accommodation expenses throughout the entire scholarship period. It's important to note that if the student opts not to reside in the dormitory, the HUF 40,000/month contribution is intended to assist with rental costs. However, in larger cities, particularly the capital city, this contribution might not cover the complete rental expenses.

Medical Coverage:

  • Scholarship recipients are entitled to healthcare services as per the relevant Hungarian legislation (Act LXXX of 1997) through the national health insurance card. Additionally, supplementary medical insurance is provided, covering up to HUF 65,000 (approximately EUR 153) annually per person.

It's essential to understand that these provisions are designed to support the living expenses of the Scholarship Holders. However, they may not fully cover the entirety of living costs, necessitating students to supplement these provisions with their own financial resources to adequately cover their living expenses while in Hungary. All applicants are strongly advised to thoroughly assess the anticipated living expenses both within Hungary and the specific city they plan to reside in before applying. Eligible Nationalities:

The Stipendium Hungaricum Programme is based on effective bilateral educational cooperation agreements between the Hungarian Ministry of Foreign Affairs and Trade or its legal predecessor as regards the Stipendium Hungaricum Scholarship Programme, the Ministry of Human Capacities, and the partner’s Ministry responsible for higher education. Applications will be considered eligible only if the applicant is nominated by the responsible authorities of the Sending Partner.

Eligibility Criteria:

Applications will be deemed ineligible under the following circumstances:

  • Citizenship Status: Hungarian citizens (including dual citizens), individuals with refugee status ("menekült"), individuals under temporary protection ("menedékes"), individuals with subsidiary protection ("oltalmazott"), and those with humanitarian protection ("befogadott") are not eligible. This restriction applies not only to applicants but also to Scholarship Holders. If you obtain Hungarian citizenship or refugee status during your studies in Hungary, your scholarship status will automatically be revoked.

  • Mismatched Citizenship: Applicants must have citizenship from the sending country/territory. For instance, only Brazilian citizens can apply through the Brazilian Sending Partner.

  • Multiple Program Applications: Applicants cannot apply for bachelor's, master's, one-tier master's, and non-degree programs within the Stipendium Hungaricum programme in the same application round.

  • Reapplication Restrictions for Scholarship Holders: Former Stipendium Hungaricum Scholarship Holders who previously received scholarships for full degree studies and are reapplying:

    • Cannot reapply for full degree or partial (exchange) studies in the same cycle of education (doctoral level) unless applying for a different cycle of education (e.g., master's students can apply for doctoral studies).
    • Cannot reapply for the program in any cycle of education while still holding a scholarship status at the time of application, unless they withdraw their previous scholarship before the application deadline and will not receive their degree until August 31, 2023.
    • Cannot reapply for partial (exchange) studies in the same cycle of education (doctoral level), unless applying for a different cycle of education.
  • Former Scholarship Holders Who Didn't Commence Studies: Former Stipendium Hungaricum Scholarship Holders who were awarded scholarships in the 2020/21, 2021/22, or 2022/23 application rounds but did not commence their studies or notify Tempus Public Foundation by August 31. This also applies to those who postponed their scholarship from the 2021/22 application round but did not start their studies by the next year.

  • Reapplication for Full Degree After Partial Studies: Reapplying for a full degree scholarship in the same cycle of education is only possible if the former Scholarship Holder had previously received a scholarship for partial (exchange) studies. In this case, the length of the full degree scholarship will be reduced by the duration of the previous partial (exchange) studies.

  • Self-Financed Students in Hungary: Self-financed students who are already studying at a Hungarian higher education institution and wish to apply for the same study level under the Stipendium Hungaricum program can only do so if recommended by their host university in Hungary.
