Eligibility Criteria
Applicants must:
- Be a citizen of Brunei Darussalam (for local scholarship)
- Be unemployed at the time of application

Academic Requirements
For Graduate Applicants (Master’s / PhD):
- Bachelor’s Degree with Second Class Honors or above (or equivalent)
For Undergraduate Applicants:
- Admission through Higher Education Central Admission System (HECAS)
Language Requirements
- Credit C6 in Bahasa Melayu (Brunei GCE ‘O’ Level)
- Credit C6 in English Language (Brunei GCE ‘O’ Level)
OR
- IGCSE English as a Second Language: Grade B
OR
- IELTS: Overall Band 6.0
Age Limit
- Undergraduate applicants: Not more than 26 years old
- Graduate applicants: Not more than 30 years old
Application Procedure
For Brunei Darussalam Citizens
- Undergraduate Applicants
- Apply through the Higher Education Central Admission System (HECAS)
- If eligible, UBD will process the scholarship application with the Ministry of Education
Graduate Applicants
- Apply for admission to Universiti Brunei Darussalam
- Receive an official offer letter from UBD
- Complete and submit the Brunei Government Scholarship application form as soon as possible
For International Students
- Apply for admission to Universiti Brunei Darussalam
- Apply for the Brunei Darussalam Government Scholarship for Foreign Students (BDGS IS)
- Await scholarship and admission decision
