The Azerbaijan Government Scholarship, officially known as the Heydar Aliyev International Education Grant Program, is a fully funded scholarship offered by the Government of Azerbaijan. This prestigious program supports international students who wish to pursue Bachelor’s, Master’s, PhD, General Medicine, or Medical Residency programs at leading Azerbaijani universities.
The scholarship is jointly administered by the Ministry of Foreign Affairs and the Ministry of Science and Education of Azerbaijan, and aims to strengthen international cooperation, cultural exchange, and academic mobility.
About the Heydar Aliyev International Education Grant Program
The grant program is dedicated to the legacy of Heydar Aliyev, the National Leader of Azerbaijan, and is designed to promote global education by offering foreign students the opportunity to study in Azerbaijan’s higher education institutions.
Grant duration: Offered annually for 5 years, starting from the 2027-2028 academic year

Eligibility Criteria
To qualify for the Azerbaijan Government Scholarship, applicants must:
Be a citizen of an eligible country
Meet the age requirements:
Undergraduate & General Medicine: under 35
Master’s & Residency: under 40
PhD: under 45
Have proficiency in English, Turkish, Russian, or Azerbaijani
Meet minimum language requirements:
Undergraduate: IELTS 5.0 / TOEFL 40
Postgraduate: IELTS 5.5 / TOEFL 50
Be officially nominated by a government authority (ministries or embassies)
