CIVICUS is seeking an experienced consultant or consulting team to lead the design and facilitation of a participatory learning process that will support the creation of the WeRise Global Community. This paid consultancy offers professionals an opportunity to work with an international civil society alliance dedicated to defending civic freedoms and strengthening grassroots movements around the world.

The selected consultant will collaborate with members of the WeRise network to co-create a sustainable, movement-led global community that promotes collaboration, shared learning, and long-term solidarity beyond traditional funding relationships.

Eligibility Criteria

Applicants should meet the following requirements:

  • Demonstrate significant experience in movement building, community organizing, or network facilitation.
  • Have expertise in participatory learning, facilitation, and organizational learning.
  • Possess experience designing Communities of Practice or collaborative networks.
  • Show a strong understanding of civic space, social movements, and human rights ecosystems.
  • Have experience facilitating multicultural and multi-country engagements.
  • Demonstrate excellent qualitative research, analysis, and report-writing skills.
  • Experience with human-centered design, participatory design, or systems thinking methodologies is highly desirable.

Scope of Work

The selected consultant will be responsible for:

  • Conducting a participatory assessment of the WeRise network.
  • Designing and facilitating an inclusive community listening process.
  • Co-creating the WeRise Community model with members.
  • Developing the community's value proposition.
  • Designing a sustainable community engagement framework.
  • Preparing a strategic implementation roadmap for the WeRise Global Community.

The consultancy includes the following deliverables:

  • Inception Report
  • Community Assessment Report
  • WeRise Community Design Framework
  • Community Implementation Roadmap
  • Final Consultancy Report
