Scholarship Description:

Founded in 1996 by the Hungarian Government, the Tempus Public Foundation (TPF) is a non-profit organization that oversees and manages a wide range of international scholarship, grant, and cooperation programs at the national level. Dedicated to the fields of education, training, youth, and matters pertaining to the European Union (EU), TPF also undertakes specialized projects in these domains. Serving as a resource hub for expertise, TPF actively engages in training course development, provides valuable guidance to Hungary's education, training, and youth sectors, and supports the implementation of EU-related initiatives. Celebrating its 25th anniversary in 2021, TPF leverages the knowledge and experience amassed over the years to fuel its continued endeavors with heightened enthusiasm and the same fundamental objectives.

With a constantly expanding portfolio of programs, TPF has been instrumental in managing Hungary's most substantial mobility initiatives. In the realm of higher education, the organization focuses on advancing educational modernization and quality enhancement, promoting international collaboration, and facilitating mobility. Alongside overseeing scholarship programs, TPF actively promotes the internationalization of Hungarian higher education through diverse activities encompassing consultancy services, institutional training, research, publication, conference organization, and participation in international projects.

Acting as a vital bridge between policy-making bodies and academic institutions, TPF enhances the visibility of Hungarian higher education on the global stage, managing initiatives like the Study in Hungary brand, coordinating the Alumni Network Hungary, and supporting student recruitment and partnership-building activities in collaboration with Hungarian Diplomatic Representations abroad. Operating as a national coordinator, TPF administers both internationally-focused scholarship schemes (such as the Stipendium Hungaricum program) and international mobility programs like the EU's Erasmus+ initiative. These encompass diverse forms of mobility for students, trainees, researchers, and teaching/administrative staff of higher education institutions, covering both inbound and outbound opportunities.

Stipendium Hungaricum Scholarship Programme:

The Stipendium Hungaricum Scholarship Programme was launched in 2013 by the Hungarian Government. The core mission of the programme is to increase the number of foreign students in Hungary and to encourage Hungarian higher education institutions to attract top foreign students.

The programme is based on bilateral educational cooperation agreements signed between the Ministries responsible for education in the sending countries/territories and Hungary or between institutions. Currently more than 50 Sending Partners are engaged in the programme throughout 4 different continents.

Students can apply for study programmes at bachelor, master and doctoral level, and preparatory courses as well. Apart from the tuition-free education, the Programme provides monthly stipend, medical insurance and housing allowance for the scholarship holders.

The Stipendium Hungaricum Programme is supervised by the Ministry of Foreign Affairs and Trade and managed by the Tempus Public Foundation.

Hungarian Diaspora Scholarships:

TPF also manages the Hungarian Diaspora Scholarship Programme that was established by the Hungarian Government, and it is supervised by the Ministry of Foreign Affairs and Trade. The Programme is for those who live in a Hungarian diaspora and wish to study at a Hungarian higher education institution to develop deeper personal, professional, and cultural ties to Hungary. 28 Hungarian institutions are involved in the Programme with more than 1400 Bachelor’s, Master’s and Doctoral study programmes, mostly in English and Hungarian language, both in full degree and partial/exchange study modes.

ERASMUS+ PROGRAMME:

Erasmus+ is the EU Programme to support education, training, youth and sport in Europe. The 2021-2027 programme places a strong focus on social inclusion, the green and digital transitions, and promoting young people’s participation in democratic life.

Education, training, youth and sport are key areas that support citizens in their personal and professional development. High quality, inclusive education and training, as well as informal and non-formal learning, ultimately equip young people and participants of all ages with the qualifications and skills needed for their meaningful participation in democratic society, intercultural understanding and successful transition in the labour market. Building on the success of the programme in the period 2014-2020, Erasmus+ strengthens its efforts to increase the opportunities offered to more participants and to a wider range of organisations.

It will also include DiscoverEU which offers 18 year-olds the possibility to get a European rail pass to travel, learn from other cultures and meet fellow Europeans.

The Programme is a key component supporting the objectives of the European Education Area, the Digital Education Action Plan 2021-2027, the European Union Youth Strategy and the European Union Work Plan for Sport (2021-24).

Who is Erasmus+ for?

Erasmus+ is a very wide programme, covering a diverse range of actions. Erasmus+ offers mobility and cooperation opportunities in higher education, vocational education and training, school education (including early childhood education and care), adult education, youth and sport.

How to take part?

You can apply as an organisation and an individual as well. For more information you will need to check the specific action that you are interested in to see the criteria you should meet. If you are looking to take part by yourself, it’s likely that you will need to apply through an organisation such as your university, training centre, company and so on.

BILATERAL STATE SCHOLARSHIPS:

Bilateral state scholarships are based on scientific and educational cooperation agreements signed by the governments of two countries. Similarly to the foreign partner, the Hungarian side offers scholarships for foreign students, researchers or lecturers in higher education institutions or in scientific or art institutions. Each foreign partner has a national scholarship office which is responsible for nominating potential outgoing scholars to foreign partner(s), as well as arranging their and the potential incoming foreign applicants’ application process. These offices work within or related to the particular ministries of education. In Hungary, the national scholarship office is Tempus Public Foundation, a background organisation of the Hungarian Ministry of Culture and Innovation (KIM).

Scholarships can be applied for in two ways:

1) Being nominated by the home country

In this case, applicants first submit their applications to their national scholarship office, as required by the office. (The national office assesses them along a number of criteria and prepares a nomination list of the successful applicants.) The scholars also need to submit an application into Tempus Public Foundation’s online system. Tempus Public Foundation receives its foreign partner office’s list of nominated scholars. 

2) Submitting an individual application

If not being nominated by the home country, applicants simply need to submit their applications into Tempus Public Foundation’s online system.

In both of the above cases, after submission, applications are assessed by the Hungarian side: first, a formal eligibility check is made, then Tempus Public Foundation’s external experts score the applications along several professional criteria. As a result, applicants (and in the case of country nomination, the national offices, as well), are informed about the decision (acceptance/rejection) directly by email. Tempus Public Foundation also sends other necessary information in order to help organise and start the stay in Hungary.

CENTRAL EUROPEAN EXCHANGE PROGRAM FOR UNIVERSITY STUDIES (CEEPUS):

CEEPUS is a mobility scholarship programme in the field of higher education, designed to support student and teacher exchanges, the organisation of summer schools, special courses and student excursions by developing long-term academic co-operation between partner institutions within the participating countries. The programme strengthens the strategic role of the CEE region.

Applications can be submitted to accredited higher education institutions of the participating countries: Albania, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Hungary, Kososvo, Moldova, Montenegro, North Macedonia, Poland, Romania, Serbia, the Slovak Republic and Slovenia.

The CEEPUS Agreement was signed on 8 December 1993 by the ministers of education of the founding countries. The first student and teacher mobilities between the partner institutions were realised in the second semester of the academic year 1994/1995. The current Agreement, CEEPUS III has entered into force in 2011. CEEPUS III pays special attention to support research activities and joint doctoral programmes.

Each member country has its own National CEEPUS Office (NCO) which is responsible for the co-ordination of the CEEPUS programme in the whole country. In Hungary, this task is performed by Tempus Public Foundation.

The EEA Scholarship:

The EEA Scholarship Programme operates within the framework of EEA Grants that was established in order to reduce economic and social disparities and strengthen bilateral cooperation between Norway, Iceland, Liechtenstein (Donor States) and Beneficiary States, such as Hungary.

Scholarships are one of the several programme areas funded by donor countries giving the possibility to students, teachers and staff to acquire new skills and gain international experience. It offers 4 types of possible activities:

  • Professional visits and Preparatory visits (M1): short term staff visits aiming to develop cooperation between institutions and to maintain exsisting partnerships
  • Mobility projects in higher education (M2): student mobility up to 12 months, staff and teacher mobility for teaching assignments, seminars, conferences or job shadowing
  • Mobility projects in education related institutions (M3): staff and teacher mobility for teaching assignments, seminars, conferences or job shadowing for non-higher educational, educational/vocational institutions
  • Inter-institutional cooperation projects between higher education institutions (M4) may include: intensive programme, development of common modules, new teaching tools, cooperation project between enterprises and higher education institutions.

The overall objective of the programme is to enhance the quality of education in beneficiary countries through international partnerships.

STIPENDIUM HUNGARICUM SPORTS SCHOLARSHIP PROGRAMME:

The purpose of the Stipendium Hungaricum Sports Scholarship programme is to support students of foreign citizenship with internationally recognized sporting achievements to continue their studies in Hungarian higher education institutions. Foreign athletes with outstanding results raise the prestige of competitive and university sports in Hungary and serve as role models for the younger generation. In addition, the Scholarship Program supports the preparation of athletes for civilian life, and strengthens the realization of university sports as a priority sector goal of higher education.

Degree Level:
