Scholarship Benefits:

  • The Education Exchanges Support Foundation is pleased to announce the opening of the Call for Applications for Lithuanian state scholarships, facilitating full-time Master’s degree or integrated studies (up to the two final years of the integrated program) at Lithuanian higher education institutions for the year 2024.
  • This funding opportunity is extended to citizens of Armenia, Azerbaijan, Belarus, China, Georgia, Israel, Japan, Moldova, South Korea, Ukraine, and foreigners of Lithuanian origin from non-EU and EFTA countries, totaling 100 grants (inclusive of monthly scholarships and grants covering study costs). The distribution includes specific quotas for citizens of Belarus (10 grants), Ukraine (20 grants), and foreign citizens of Lithuanian origin from non-EU and EFTA countries (5 grants).
  • Each monthly scholarship amounts to 550 EUR, while the grant covering study costs is capped and cannot exceed the national standard study price. This initiative underscores Lithuania's commitment to fostering international collaboration and academic excellence by providing valuable opportunities for eligible candidates from diverse regions.

Eligibility Criteria:

    Citizenship Criteria:

    • The candidate must hold citizenship in one of the specified countries: Armenia, Azerbaijan, Belarus, China, Georgia, Israel, Japan, Moldova, South Korea, Ukraine, or be a foreigner of Lithuanian origin from non-EU and non-EFTA nations.

      Residence Permit for Belarus Citizens:

      • Belarusian applicants are required to possess a valid residence permit in Lithuania to be eligible for consideration.

        Language Proficiency:

        • Proficiency in Lithuanian, English, or another language relevant to the chosen study program is essential for the candidate.

          Academic Background:

          • The candidate must have obtained a Bachelor’s degree by the conclusion of the 2023/2024 academic year or be a 4th-year student in integrated studies lasting 6 years or a 3rd-year student in integrated studies lasting 5 years at a Lithuanian higher education institution.

            Acceptance Letter:

            • A candidate must possess an official letter of acceptance or pre-acceptance for full-time Master’s degree studies from a Lithuanian higher education institution. This letter should also confirm the candidate's language proficiency for the chosen study program. For integrated studies, an official confirmation letter certifying the candidate's enrollment in an integrated study program and indicating the language proficiency is required.

              Single Scholarship Award:

              • The state scholarship can be awarded only once; candidates who have previously received funding under this program are ineligible.

                International Joint Degree Programs:

                • In cases of international joint degree programs with a mandatory mobility period in the candidate’s home country, funding is applicable only to the portion of studies conducted in a Lithuanian higher education institution.

                  Exclusion After Master’s Degree:

                  • The state scholarship cannot be granted to a candidate who has already obtained a Master’s degree, ensuring fair distribution of scholarship opportunities.

                  Application Procedure:

                  •  To begin the application process, candidates are required to use the online application system and submit the specified scanned documents. All information within the application, including attached documents, must be provided in either English or Lithuanian.
                  •  Before initiating the application, candidates must register on the online application system.
                  •  Upon logging in, candidates should click on the “Create Application” box under “Applications” and select the relevant scope and call, which in this case is “Scholarships for Full-Time Master Degree Studies.”
                  •  A candidate must furnish a document confirming the completion of education at a higher education institution (diploma and its supplement) or a transcript of records to the Lithuanian higher education institution for acceptance into a Master’s degree program. The results of the academic grade assessment (arithmetic average) will be provided by the higher education institution to the Education Exchanges Support Foundation.
                  •  Listed below are the documents a candidate must provide through the online application system:

                  Recommendation Letter:

                    Submission of one recommendation letter is required. It is advisable to use the provided format. (Note: The recommendation's issuing date must be no earlier than six months before the application deadline).

                    For Full-Time Master’s Degree Studies:

                      A copy of the acceptance or pre-acceptance letter from a Lithuanian higher education institution confirming the candidate's admission to the Master’s degree program. The document should include the candidate’s name, surname, the study program details, its state code, and the study period. It must also confirm the candidate’s language proficiency.

                      For Full-Time Integrated Studies:

                        A copy of the confirmation letter from a Lithuanian higher education institution certifying the candidate's enrollment in an integrated study program. It should include the candidate’s name, surname, the study program details, its state code, the candidate’s study year, and study period. The document must confirm the candidate’s language proficiency.

                        For Citizens of Belarus:

                          Submission of a copy of a valid residence permit in Lithuania.

                          For Foreigners of Lithuanian Origin:

                            Submission of a certificate or other document proving Lithuanian origin, issued by the Lithuanian community of the respective country or another competent authority (such as an embassy or similar).

                              Selection of Candidates:

                              All eligible and complete applications undergo expert assessment. The final decision on granting the State Scholarship to candidates is based on:

                                Applicant’s Motivation (50%):

                                • Evaluation of experience and achievements related to the chosen study program in Lithuania.
                                • The validity of selecting a particular study program and higher education institution in Lithuania.
                                • The perceived benefits of studying in Lithuania for future career and personal development.
                                • The applicant’s suitability to receive the Lithuanian state scholarship.

                                  Arithmetic Average of Academic Grades (50%):

                                  • For candidates applying for full-time Master’s degree studies in Lithuania: Bachelor degree academic achievements.
                                  • For full-time Master’s degree students in Lithuania: Bachelor degree academic achievements and academic results during the 1st year of the Master’s degree program.
                                  • For integrated study program students in Lithuania: Academic results of passed courses and modules in the integrated study program.

                                  Priorities:

                                  • Priority is given to candidates planning to or already started their full-time Master’s degree in the Lithuanian language, providing an additional 2 points to the competition score.
                                  • Priority is given to candidates with a Bachelor or Professional Bachelor degree from a Lithuanian higher education institution or those currently studying an integrated study program in a Lithuanian higher education institution, offering an extra 2 points to the competition score.
                                  • Priority is given to candidates planning to study or already studying (Master’s degree) in Informatics, Life Sciences, and Engineering, with an additional 15 points to the competition score.

                                  Financial Conditions:

                                  • Students must physically study in Lithuania to receive the scholarship and grant, and remote studies are ineligible.
                                  • The grant covering the study cost is determined by the national standard study price, with candidates covering any differences if the higher education institution's established study cost exceeds the national standard.
                                  • Scholarships are paid monthly to the student's personal account throughout the study period.
                                  • The total scholarship and grant amount are transferred to the higher education institution's bank account twice a year (November and April).

                                  Language Requirement:

                                  • In case of funding, students are required to learn the Lithuanian language during the first academic year after receiving the scholarship (September 2024 to June 2025), obtaining an A1 level or taking an A1 level 6-credit course.

                                  Termination of Financial Support:

                                  Financial support is terminated if a foreign student:

                                  1. Stops their full-time Master degree or Integrated studies in a chosen Lithuanian higher education institution.
                                  2. Does not start their full-time Master degree or Integrated studies on time.
                                  3. Finishes their full-time Master degree or Integrated studies more than 6 days earlier than stated.
                                  4. Has academic debts or takes an academic leave.
                                  5. Circumstances arise preventing the scholarship and/or benefit from being awarded.
                                  6. Does not fulfill the Lithuanian language learning requirement.
                                  7. Violates other requirements outlined in the call for applications.

                                  Important Notes and Links:

                                  •  Please be aware that applying for the State Scholarship is a distinct process and does not impact admission to full-time Master’s degree programs at Lithuanian higher education institutions. You should first apply for a full-time Master’s degree and subsequently for the Lithuanian State scholarship.
                                  •  Applications with accompanying documents must be exclusively submitted through the online application system. Submissions via other methods (e.g., post or email) will not be considered.
                                  •  All application documents (in JPEG, GIF, PNG, PDF formats) must be submitted by the specified deadline. No changes are permitted after the deadline, and incomplete or late applications will not be considered.

                                  Important Dates:
