What you'll study

The PhD curriculum combines advanced coursework in public administration theory, policy analysis and quantitative and qualitative research methods with independent, original research leading to a doctoral dissertation. Core study areas typically include public administration theory and ethics, organisational theory and behaviour, public finance and budgeting, programme evaluation, policy analysis, and advanced statistics for social sciences.

• Core courses: public administration theory, public management, public budgeting and finance, administrative ethics.
• Methods sequence: advanced econometrics, causal inference, programme evaluation, qualitative methods and mixed-methods design.
• Electives and seminars: human resource management, urban policy, intergovernmental relations, public law, non-profit management, and specialised policy areas such as health, education or environmental policy.
• Comprehensive/qualifying examinations: written and/or oral exams to assess mastery of theory and methods before advancing to candidacy.
• Dissertation: original research under faculty supervision, including proposal development, data collection and analysis, and defence of the dissertation.

Entry requirements

Applicants are normally expected to hold a relevant graduate degree (for example an MPA, MPP, MA in political science or a related social science) with strong academic performance and demonstrated research ability. A strong quantitative background is highly desirable given the programme's emphasis on advanced methods; candidates without a quantitative master's may be admitted if they demonstrate capacity to complete required methods coursework.

• Academic transcripts: evidence of graduate-level coursework in public administration, public policy, political science or related fields.
• Research experience: a writing sample such as a master's thesis, published paper or substantial research paper is required to demonstrate analytical and scholarly potential.
• Statement of purpose: outlining research interests, career goals and fit with faculty expertise.
• References: several academic or professional references who can speak to the applicant's research potential and readiness for doctoral study.
• Standardised tests and language: applicants whose first language is not English will need to demonstrate English proficiency; submission of GRE scores may be optional or considered where provided—check the school for current guidance.
