What you'll study

The programme combines interdisciplinary teaching in marine science, policy, economics and leadership with applied project work. Designed for executive-level students, the curriculum emphasises strategic planning, stakeholder engagement and the governance of ocean resources with particular attention to Arctic and northern conditions.

• Core themes: ocean governance and law, marine resource management, blue economy principles, and sustainability frameworks.
• Leadership and management: courses on strategic leadership, organisational change, negotiation, conflict resolution and risk management in marine contexts.
• Science for decision-makers: applied marine ecology, fisheries science, oceanography basics, and how to interpret scientific evidence for policy and management.
• Policy, economics and society: maritime policy processes, stakeholder mapping, valuation of marine ecosystem services, indigenous and community perspectives, and socio-economic impact assessment.
• Data, monitoring and technology: use of marine monitoring data, remote sensing and coastal observing systems for informed management and decision support tools.
• Capstone/Executive project: a substantial applied project or consultancy for the student’s employer or a partner organisation, integrating leadership practice with subject-matter expertise.

Modules are delivered through blended learning: short intensive on-campus sessions in Tromsø, distance learning modules, workshops and mentoring. Assessment typically includes case analyses, group assignments, policy briefs and the final executive project.

Entry requirements

Applicants should normally hold a recognised bachelor’s degree or equivalent professional qualification. Strong candidates typically have several years of relevant professional experience in marine industries, public administration, non-governmental organisations, or research institutions.

• Professional experience: demonstrable leadership or mid-to-senior level responsibility in a relevant field is expected; many participants are sponsored by employers.
• Academic background: degrees in natural sciences, social sciences, law, economics or engineering are all appropriate when combined with relevant work experience.
• Language: proficiency in English is required; evidence is usually provided by prior degrees taught in English or an accepted English test where necessary.
• Supporting documentation: curriculum vitae, statement of purpose outlining leadership goals, and references (often including an employer reference) are standard application materials.

Graduates are prepared for leadership roles where understanding both science and governance is critical. Typical career paths include senior management and advisory positions in government agencies (fisheries, maritime authorities, environment ministries), regional and international organisations, research institutes, NGOs focused on marine conservation, and private-sector roles in seafood, offshore energy, shipping and coastal development.

The programme also equips participants to work as policy advisors, programme managers, or consultants on cross-sectoral projects such as marine spatial planning, sustainable blue economy initiatives, and Arctic collaboration processes.
