What is the Humphrey Fellowship?
The Humphrey Fellowship is part of the Fulbright Exchange Program and aims to build international leadership in key public service sectors. Benefits

Eligible Nationalities
Open to Pakistani Students only.
Eligibility Criteria
- Pakistani citizens residing and working in Pakistan
- 8–18 years of progressively responsible professional/work experience
- At least 16 years of formal education
- Strong fluency in spoken and written English
- Commitment to returning to Pakistan and contributing to national development
Ineligible Candidates:
- University teachers or researchers without management experience
- Those who studied in the U.S. in the last 7 years
- Dual U.S./Pakistan citizens
- Those with long-term U.S. residency in the past 5 years
- Applicants with close U.S. family ties (spouse, parent, or child over 18 who is a U.S. citizen or permanent resident)
English Language Requirement
The Duolingo English Test is mandatory with the application. However, TOEFL iBT and IELTS scores are also accepted.
